二级公立少数民族医医院绩效考核指标体系适宜性研究*

目的:研究二级公立少数民族医医院绩效考核指标体系的适宜度。方法:采用分层随机抽样的方法,共抽取18家样本医院,通过问卷调查和深入访谈相结合,获取数据资料并运用统计学方法进行分析。结果:绩效考核指标的适宜性评价显示,“每百名卫生技术人员重点学科、重点专科经费投入”“手术患者并发症发生率”“手术患者围手术期中医治疗比例”“麻醉、儿科、重症、病理医师占比”等指标得分较低;信息化程度不足、人员结构不合理、科研能力弱及对现行绩效考核指标的理解程度差异等因素也是造成医院绩效考核得分较低的重要因素。结论:现有绩效考核指标体系在学科建设、质量安全、功能定位及人才结构等维度方面尚不能充分体现少数民族医医院特色。建议通过调整现有指标权重,新增部分体现少数民族医学特色的指标的方法优化指标体系,同时进一步提升相关人员对绩效考核指标的理解,强化考核结果应用。

Abstract:
Objective: To evaluate the appropriateness of the performance evaluation indicator system for secondary public ethnic minority medicine hospitals. Methods: Data were collected from 18 sample hospitals selected through stratified random sampling. A mixed-method approach combining questionnaire surveys and in-depth interviews was employed, and the data were analyzed using statistical methods. Results: The appropriateness assessment revealed low scores for indicators such as "funding for key disciplines and specialized departments per 100 health technicians", "incidence of surgical complications", "proportion of perioperative traditional medicine interventions in surgical patients" and "ratio of anesthesiologists, pediatricians, critical care specialists, and pathologists". Key factors contributing to low performance evaluation scores included insufficient informatization, irrational personnel structure, weak research capacity, and varying levels of understanding of current evaluation indicators. Conclusion: The existing performance evaluation system inadequately reflects the unique characteristics of ethnic minority medicine hospitals in dimensions such as discipline development, quality and safety, functional positioning, and talent structure. To optimize the system, it is recommended to adjust indicator weights, incorporate new indicators highlighting ethnic minority medical features, enhance stakeholders' understanding of evaluation criteria, and strengthen the application of evaluation results.
